Can I cover a 3.5 ft fence with taller rolled fencing?

If the fence is to be cut down to the height of the existing fence it will definitely work. Bamboo left uncut at six feet will not last long because the fence will flex in the wind at the top rail of the chain link and fail in fatigue. The stick fence is marginal. The cane, fern, twig, willow, and Good Neighbor fences will all withstand being held for just the first four feet. However, the willow will lose its bark in the second year and begin to rot rather quickly. The others will do well if held to the chain link tightly. They will all work if you build up a rail and post system to provide support at the 6' level.
