Could you attach rolled reed fencing to a cinder block wall?

Yes. There are two possibilities. The first is to press the reed against the wall with a soft wood batten (normally 1" x 2" x 8' fir) and shoot masonry nails through the batten, fence, and into the wall. Stain the batten. Batten at top and bottom as a minimum and add more if needed for effect.

Alternately, install 1x4 treated wood along the wall at the top and botton wire line of the fence with masonry nails or anchors. Then staple the rolled fence to the 1x4. It is best to then add a batten against the fence squeezing it to the 1x4 at top and bottom so that the wind cannot move the fence. This avoids failure of the wires in fatigue.
